WebNo, thought it was unlocked in game. Pretty sure the workshop HEV suit is comrades only. But I could be wrong. There are two HEV suits in the workshop. One's for Comrades, the other is for the main game. That's the only way to access the suit for either one. I wish it were regular DLC instead.
