I’m not sure if you will get it from a fresh toon, I was under the impression that we moved from dread aspirant to sinister aspirant gear on the drop table when S2 started, including the supply chest drops.

You can buy the set, boots included, for 12 Marks of Honor, since it's a copy of the Dread Aspirant's set. They probably decided they didn't need to make all the Exile's Reach quest rewards transmoggable because you can just buy them anyway.
